A person that is involved in operating an Aircraft that arrives or departs from an Airport, and is onboard the Aircraft.

All persons (legally) onboard an Aircraft is either a Passenger or a member of the Crew. Infants are considered passengers, but are often not counted. Crew for other Aircrafts are considered passengers on Aircrafts they don't operate.
