If UniqueFlightLegId is included it is used as the only identification element. It must have been received previously by data from the airport system responsible for allocating it, typically an AODB.
If baggage bin data changes, set "BaggageBinData" to NIL and submit a new complete bin allocation for the relevant departure in a new submit operation.
