Indicates that the stop is a technical stop, e.g. fuel, catering, crew or something else, but not change in pax.

There has to be two flight legs that are part of the same "Flight", one to the technical place and one from it. FlightStopIsTechnical is then needed on the arriving flight leg and the departing flight leg.
