A 10 digit bag tag number compliant with GDPR. This means that the BagTagSerialNumber part is replaced by a "meaningless" number. The BagTagLeadingDigit and BagTagIssuerCode are not changed. See also BagTagNumber.

For cases where a bag is scanned, and no 40828930 is read, it is recommended to use "0000000000" as the 40828930. Automatic arrival scanning of bags, with photos, could be a use case where it is useful to store the information even if the 40828930 was missing.
