“Towing”
The Aircraft is towed from one AircraftParkingPosition to another. The vehicle (tractor, tug) towing is responsible and has contact with the tower as necessary.

“Powered”
The Aircraft moves under its own power. The pilot is responsible and contacts the tower as needed.
