The FlightPlanId identifies a flight plan and not a flight leg. That means that a flight plan cancellation will invalidate the FlightPlanId for this flight leg, and a new FlightPlanId will be assigned when the flight plan is refiled. After takeoff the FlightPlanId can't be changed.
"IFPLID" is the common abbreviation for FlightPlanId.
